    A growing debate over Maryland’s financial health is centering on a single, contentious word: investment. Sheila Weinberg, a certified public accountant and founder of the nonpartisan group Truth in Accounting, is challenging Governor Wes Moore and Comptroller Brooke Lierman to clarify exactly how the state defines this term when deploying millions of taxpayer dollars. While the administration often frames expenditures in sectors like biotechnology and quantum computing as strategic investments, Weinberg argues that in the private sector, an investment implies a commitment of capital with an expectation of a tangible return. She asks whether these funds are intended to generate profits that lead to tax cuts or if they are simply labels used to justify expanded government spending.

    The scrutiny comes amid conflicting narratives regarding the state’s actual solvency. According to Weinberg’s analysis of official reports, Maryland faces a staggering 25.7 billion dollar shortfall, possessing only about 35.7 billion dollars in assets against 61.4 billion dollars in obligations. This stands in stark contrast to claims by the governor’s office regarding budget surpluses. Weinberg suggests that the state may be utilizing cash basis accounting and various fund swaps to create an illusion of balance that disappears upon closer inspection under full accrual standards—the same rigorous accounting rules followed by families and corporations who cannot afford to keep two sets of books.

    Specific projects have become flashpoints for this lack of transparency, including multimillion dollar allocations for IonQ’s headquarters, the rebuilding of Pimlico Race Course, and the purchase of Laurel Park. Weinberg notes that while ordinary investors can choose their own risks, Maryland residents have no say in how public money is deployed nor access to the investment theses behind these deals. Without clear documentation showing net gains for taxpayers or specific performance metrics, she contends that these expenditures function more like grants than investments.

    Ultimately, Truth in Accounting maintains that using financial jargon cannot mask a fundamental structural hole in the state’s finances. As Maryland prepares for future budgets, Weinberg insists that delivering a technically balanced budget—which can sometimes be achieved through borrowing or delaying pension contributions—is not a victory but a baseline constitutional requirement. Until audited reports provide concrete evidence of returns on these high growth industry bets, she warns that calling spending an investment does nothing to solve the underlying multibillion dollar gap facing the state treasury.
