    Coinbase CEO says clearer U.S. crypto rules are coming — with or without Senate approval

    Brian Armstrong believes the American cryptocurrency landscape is on the verge of a major transformation, regardless of whether lawmakers can reach a consensus. Speaking recently on CNBC’s Squawk Box Asia, the Coinbase CEO expressed confidence in the Clarity Act, a piece of legislation designed to create a formal federal framework for digital assets. While the bill has already cleared the House and enjoys wide backing from financial institutions and law enforcement, it faces a steep climb in the Senate where securing sixty votes remains a hurdle due to ongoing negotiations over ethics provisions.

    Despite these political obstacles, Armstrong insists that regulatory certainty is inevitable. Even if the Senate fails to pass the act by its September 15 target date, he suggests that agencies like the SEC and CFTC are prepared to move forward with their own rulemaking processes. For Armstrong, this means the industry will finally receive much needed guidance one way or another, effectively checking off a critical regulatory box that could open the floodgates for institutional capital and innovative products like tokenized equities.

    This push for stability comes at a challenging time for Coinbase financially. The company has seen its stock price slide nearly twenty three percent this year, struggling through three consecutive quarters of missing Wall Street expectations. A significant dip in crypto spot trading contributed to a second quarter net loss of nearly three hundred sixty million dollars, contrasting sharply with the profits recorded during the same period last year. To offset this volatility, Armstrong has steered the firm toward diversification, expanding into stocks, foreign exchange and institutional custody services.

    While fighting for better rules at home, Coinbase has also looked abroad to ensure survival and growth. By establishing strategic hubs in Singapore and the United Arab Emirates, the company has created buffers against what Armstrong describes as periods of hostility within the U.S. regulatory environment. This global strategy allows Coinbase to capitalize on more receptive markets while waiting for Washington to resolve its internal debates over how to govern the future of digital finance.
