Crypto industry gave $8 million to Clarity Act lobbyists who didn’t close the deal

The cryptocurrency industry poured millions of dollars into a high stakes gamble on Capitol Hill this year, but the payout never arrived. According to federal disclosure records analyzed by CoinDesk, the sector spent roughly 13 million dollars on lobbying during the first half of 2026, with a staggering 8 million of that specifically targeted at passing the Digital Asset Market Clarity Act. Despite deploying an army of internal advocates and dozens of outside professional firms, the legislation ultimately failed to advance in the U.S. Senate.

Coinbase emerged as the primary financier of this influence operation, spending approximately 2.2 million dollars to push for the market structure bill. The exchange outspent traditional financial titans like Goldman Sachs in the securities and investment lobbying category, signaling just how desperate the industry was to establish a formal regulatory framework in the United States. Other heavy hitters including Kraken, Digital Currency Group, and Paradigm also contributed significant sums to ensure their interests were represented in the halls of power.

The strategy relied on a mix of captive employee lobbyists and hired guns from at least 42 different outside consulting shops. While trade associations like the Blockchain Association reported hundreds of meetings with congressional staff and organized multiple fly-in events for members, these efforts did not translate into a legislative victory. Much of the funding went toward navigating complex discussions surrounding DeFi and tax policy, yet the core goal of securing a definitive oversight regime remained elusive.

Despite the lack of a signed bill, some industry leaders are framing the expenditure as a strategic investment rather than a loss. A spokesperson for Coinbase argued that their efforts brought bipartisan legislation to the brink of passage and created necessary momentum for current actions being taken by the SEC and CFTC. For now, however, those millions remain spent without a tangible law to show for it, highlighting the difficult reality of converting corporate cash into concrete political results in Washington.
