Gov. Josh Shapiro announces nearly $100 million investment to revitalize Chester, Pennsylvania

Governor Josh Shapiro visited Chester on Thursday to announce a massive revitalization effort, pledging nearly 100 million dollars to breathe new life into the community. Speaking to a crowd of local business owners and civic leaders, Shapiro noted a palpable sense of renewed pride and optimism within the city. He described the initiative as an unprecedented collaboration between state and local governments designed to tackle long standing issues through strategic investments in infrastructure, public safety, and youth development.

The bulk of the funding is earmarked for critical transit and recreation upgrades. Roughly 52 million dollars will be dedicated to redesigning Route 291 with a heavy emphasis on improving driver and pedestrian safety. Another 27 million dollars will flow into the Waterfront Sportsplex, where new fields will be constructed and youth sports programs expanded through a partnership with the Philadelphia Union. Additionally, 13 million dollars will bridge the gap between the city center and Widener University by improving accessibility and renovating campus facilities.

Beyond large scale infrastructure, several million dollars are set aside specifically for downtown renewal. Mayor Stefan Roots explained that these funds will allow the city to aggressively target blight by demolishing dangerous structures, such as an abandoned church at West Third and Parker streets, while simultaneously investing in home repairs and public art. Sister Maggie Gannon of the Access Chester Community Center echoed this sentiment, suggesting that while the talent and heart have always existed in Chester, the lack of capital was previously the primary barrier to progress.

This announcement follows a series of smaller grants already impacting residents, including recent support for the Boys and Girls Club of Chester which allowed them to increase their summer camp capacity for dozens more children. By combining high level redevelopment projects with grassroots funding for anti violence organizations and block captains, state officials hope this comprehensive package serves as a catalyst for permanent economic growth and stability in one of Delaware County’s most historic cities.
