SEC proposal could open floodgates to make America capital of digital cash

The Securities and Exchange Commission is preparing a landmark proposal designed to transform the United States into the global hub for digital currency. In a recent appearance on Fox Business, SEC Chairman Paul Atkins described the move as a historic attempt to align agency policy with the goal of making America the crypto capital of the world. By establishing a clearer legal pathway for companies to raise capital domestically, the commission hopes to create a stable environment where innovation can thrive without forcing entrepreneurs to seek refuge in foreign jurisdictions.

For years, many in the blockchain space have complained that aggressive regulatory tactics pushed talented developers and ambitious startups overseas. Chairman Atkins acknowledged this trend openly, stating that previous administrative approaches effectively chased innovators off U.S. shores. This new initiative aims to reverse that exodus by providing much needed certainty and reassurance to those who wish to build their products and secure funding within the boundaries of American law.

This shift toward openness arrives at a critical moment as Congress deliberates on the Clarity Act. While waiting for potential legislation to reach the president’s desk, the SEC is proactively seeking public comment on its own framework to ensure it remains agile and responsive. The agency believes that creating these guardrails now will prevent further brain drain and keep high growth industries anchored in domestic markets.

Beyond just supporting business owners, Atkins emphasized that this pivot is essential for protecting American investors who are already active in digital asset markets. He noted that since capital can be moved across borders instantly via the internet, there is little point in pretending that strict barriers stop people from investing globally. Instead, he argued that it is far better for those investments to occur right here in the U.S., where they fall under federal oversight and established legal protections.
